Ten years ago, in December 2014, the European Union Advisory Mission (EUAM) Ukraine began its work in Ukraine.

The Revolution of Dignity sparked a call for sweeping reforms. In response to the Ukrainian government’s initiative, the EU decided to deploy the EUAM to support Ukraine’s civilian security sector reforms and strengthen the country’s democratic resilience.

What began as a mission to provide expert advice has grown into a transformative partnership. EUAM works hand in hand with Ukrainian civilian security sector institutions, achieving new milestones that not only strengthen Ukraine but also lay the foundation for its future within the European family.

Building trust and first achievements

The Mission’s early days were shaped by building trust and responding to Ukraine’s immediate needs after the Revolution of Dignity. At the heart of EUAM’s work was the belief that meaningful reform is not just about changing policies or structures—it is about shifting mindsets and achieving real results on the ground.

One of the Mission’s first significant achievements was supporting the National Police Reform, particularly the creation of Ukraine’s Patrol Police in 2015.

This reform was a turning point, introducing a modern, service-oriented approach to policing that prioritises transparency and public trust.

Building on this foundation, EUAM helps to establish performance evaluation systems for police officers. This aligns practices with European standards and promotes accountability and meritocracy.

By sharing European best practices and supporting training programmes, the Mission helps Ukrainian law enforcement introduce the Dialogue Police concept. This innovative approach prioritises dialogue and de-escalation of tensions during public events. It reduces the use of force and strengthens collaboration with communities.

Judicial and prosecutorial reforms are equally transformative. The Mission works closely with Ukraine’s Prosecutor General’s Office to introduce merit-based evaluations and strategic human resource management.

The Prosecutor’s Training Centre, supported by EUAM, ensures that Ukrainian prosecutors gain access to internationally recognised training programmes. It lays the groundwork for a modern justice system.

The Mission’s impact extends beyond law enforcement and judiciary reforms. In criminal justice, EUAM plays an important role in simplifying legal procedures for instance through the support of the Law on Misdemeanours, which streamlined processes for handling minor offences. This allows law enforcement to focus resources on combating serious crimes.

Integrated border management is another focus area. EUAM’s strategic advice and support are leading to the adoption of EU standards and practices, the opening of new border crossing points, and improved border security and interagency cooperation—all while facilitating trade and humanitarian aid.

The mission after 24 February 2022

The Russian full-scale invasion of 2022 brings unprecedented challenges to Ukraine, including to the civilian security sector. Many of EUAM’s counterparts exchanged their civilian uniforms for frontline gear. The Mission adapted swiftly and is focused on supporting Ukraine in meeting the massive wartime challenges and the immediate needs of law enforcement agencies in their expanded tasks in liberated territories supporting the return of civilians.

Support for Ukraine to investigate and prosecute the huge amount of war crimes committed in Ukraine very quickly became a high priority.

EUAM worked with the Office of the Prosecutor General to establish specialised war crimes prosecution units in nine war-effected regions. The Mission provides critical training and direct support in for instance crime scene investigation, evidence collection and preservation, and in forensics to ensure that investigations meet international standards.

We provide legislative advice on international humanitarian law and the prosecution of special crimes such as conflict-related sexual violence, cultural damage, and environmental crimes.

The Mission is a key partner in the Atrocity Crimes Advisory Group which supports building cases of international crimes against the top responsible involving crimes against humanity, genocide, and attacks on civilian infrastructure. By advising and providing hands-on support and training, EUAM bolsters Ukraine’s capacity to deliver justice in the middle of the ravaging war.

EUAM supports Ukraine in establishing a Stability Policing capability to equip law enforcement agencies with the tools to restore safety for the civilian population and rebuild trust in war-affected communities.

In a situation where infrastructure is destroyed and equipment looted, we quickly realised the need to provide essential equipment — vehicles, power stations, communication and IT resources to enable law enforcement officers to resume operations in de-occupied areas.

One of the most inspiring initiatives that we have worked with is the Community Safety Dialogues, where citizens and law enforcement officers work together to address local security and safety concerns. This participatory approach not only empowers communities but also strengthens trust in public institutions—and that is an essential element of democratic governance.

A decade of progress, a future of promise

None of this progress would have been possible without the partnerships that have defined EUAM’s work. From the Ukrainian government to civil society and international stakeholders, close cooperation has been the foundation of every success. Together, we pave the way for a safer, more democratic Ukraine.

The approval of the Overarching Strategy for the Reform of the Entire Law Enforcement Sector in May 2023, followed by the development of its Action Plan, marks a milestone in transforming Ukraine’s civilian security sector. This roadmap not only aligns the sector with European standards but also ensures the sustainability of reforms EUAM has supported over the past decade.

The challenges ahead are formidable.

Yet, the resolve of the Ukrainian people for a European future and the progress of the past decade inspire confidence.

Looking back, the story of EUAM in Ukraine is one of enduring perseverance and expanding partnerships. We have faced extraordinary challenges together in building the foundations for reform and adapting to the unprecedented wartime realities.

As we move forward, the Mission’s commitment to supporting Ukraine’s security and reform process towards EU membership remains unwavering. It is a privilege for every one of us to work alongside Ukrainians in this justified endeavour.

The road ahead is demanding, but with shared determination, there is no limit to what we can achieve — together.
