Rada Adopted Bill on "Customs Visa-Free" with the EU
The Verkhovna Rada of Ukraine adopted the bill on "customs visa-free" with the European Union and Ukraine's accession to the New Computer Transit System (NCTS).
"Rada has approved bill No. 7420 on "customs visa-free" and NCTS with a total of 275 votes," MP Yaroslav Zhelezniak, who is the deputy chairman of the committee on finance, tax, and customs policy, announced this on his Telegram.
As previously explained by the Ministry of Finance, after Ukraine joins the NCTS, Ukrainian businesses will be able to enjoy the following benefits and simplifications:
- the possibility of using Ukrainian transit declarations using NCTS without the need to issue any additional transit documents within 36 countries (with EU countries and also with the UK, Turkey, Serbia, North Macedonia, Iceland, Norway, Liechtenstein, and Switzerland);
- with requirements for financial stability for enterprises with the status of AEO (highest level of confidence);
- the possibility of using a combination of simplifications without requirements for financial stability for enterprises without the status of AEO and enterprises using NCTS.
Ukrainian financial guarantees will be valid in another 35 countries.
The European Commission announced a proposal for Ukraine to be invited to join the "common transit conventions" in early July.
Ukraine launched NCTS in November 2020 in pilot mode. In March 2021, Ukraine switched to the national level. It might start the international application of NCTS already in late 2022.
