Dmytro Kuleba, the Minister of Foreign Affairs of Ukraine, and Antony Blinken, United States Secretary of State, met on Saturday, 12 November, on the sidelines of the Association of Southeast Asian Nations (ASEAN) summit in Phnom Penh, the capital of Cambodia.

As Kuleba reported on Twitter, in a conversation with Blinken, he emphasised "that when we see Kherson residents greeting their liberators with tears of joy, we also feel grateful to the US and the American people for all the support."

Ned Price, State Department spokesman, has said in a statement that Blinken "discussed the United States’ unwavering commitment to assist Ukraine in mitigating the effects of Russia’s continued attacks on critical infrastructure."

The parties also confirmed their support for the continuation of the Black Sea Grain Initiative until its expiration on 19 November, and the US Secretary of State assured that the time and content of any negotiations will be decided by Ukraine.

Earlier, Jake Sullivan, US National Security Advisor, stated the extraordinary victory of Ukraine after the withdrawal of Russian troops from Kherson.
