Civilian Casualties Are Likely Largely Due to Russia's Use of Indiscriminate Weapons – British Intelligence

British Intelligence has noted that the number of attacks on medical and educational facilities even increased in January. The reason for the casualties among the Ukrainian civilian population is primarily the fact that the Russian Federation does not particularly pay attention to the consequences of using weapons of indiscriminate destruction.

According to UK Defence Intelligence, this time, the report is entirely devoted to the issue of civilian casualties in Ukraine, citing figures from other organisations. Thus, as of 13 February 2023, the United Nations Office of the High Commissioner for Human Rights (OHCHR) had recorded 18,955 civilian casualties since the start of Russia’s full-scale invasion of Ukraine, of which 7,199 people were killed. At the same time, the organisation has stated it believes that the actual number of killed and injured is considerably higher.  

"Based on other, independent analysis, over 16,000 civilians have likely been killed," the review states.

UK Defence Intelligence notes that throughout January 2023, there was a worsening trend of damage being inflicted on both medical and educational facilities.  

"These incidents and continued civilian casualties are likely largely due to Russia’s lack of discrimination in the use of artillery and other area weapon systems," the review adds. 

In a previous review, it was predicted that in the near future, political pressure on the Russian military would increase with the demand to demonstrate some "victories" by the anniversary of the full-scale war, but there are no such successes.
