Council of Europe Removes Ukraine from Black List of Countries That Prevent Combating Corruption

The Council of Europe Anti Corruption Body, the Group of States against Corruption (GRECO), has welcomed progress in combating corruption against members of parliament, judges and prosecutors in Ukraine.

GRECO has made public today its Fourth Round Interim Compliance Report on Ukraine, assessing the progress made in implementing the recommendations from 2017 on "corruption prevention in respect of members of parliament, judges and prosecutors".

GRECO has concluded that Ukraine has implemented satisfactorily or dealt with in a satisfactory manner 15 out of 31 recommendations. Nine of the remaining recommendations have been partially implemented and seven not implemented.

"Wartime has led to the necessity of adopting martial law, a state of emergency and the adjustment of priorities. In such a context, it is remarkable that Ukraine has nevertheless continued its work to implement GRECO's recommendations. Even if work still lies ahead, Ukraine’s timely submission of information to GRECO, as well as the progress reported, is to be commended," the report reads.

GRECO has concluded that the current level of compliance with its recommendations is no longer "globally unsatisfactory," as it was in the previous report from April 2022.

The group asked Ukraine to provide a report on the measures taken to implement the unfulfilled recommendations by March 31, 2024.

"European Pravda" analysed the report. It indicates that the GRECO session approved the removal of Ukraine from its black list of states where structural changes are taking place that destroy anti-corruption, or those where the state of anti-corruption is "globally unsatisfactory."
