The visit follows Orbán's recent letter to Michel, in which the Hungarian prime minister vowed to block all EU aid to Ukraine and the country's future accession to the EU unless EU leaders agree to revise their entire support strategy for Kyiv.
EU leaders will address these issues during a 14-15 December summit.
The Hungarian government has also initiated domestic "consultations" with the population, focused on support for Ukraine's EU membership.
