Russia Gets Ready to Withdraw from Council of Europe Convention on Corruption

The master of the Kremlin, Vladimir Putin, wants to end Russia's participation in the Council of Europe's anti-corruption Convention.

Putin has submitted a bill to the State Duma to denounce the Convention signed on behalf of the Russian Federation in the city of Strasbourg on January 27, 1999,

"Russia's GRECO membership is terminated based on this decision, except for cases of GRECO monitoring our country’s implementation of its obligations under the convention, while Russia is deprived of the right to take part in discussing and adopting reports, as well as of the right to vote," the explanatory note reads.

The document underlines the initiative to denounce the Convention by the Russian Federation will not cause additional costs from the budget.

In February 2022, 42 out of 47 member states voted for Russia to be suspended from membership in reaction to the 2022 Russian invasion of Ukraine. On March 15, Russia formally announced its withdrawal from the organisation, seeking to preempt a vote on expulsion.

Six months after its expulsion from the Council of Europe, Russia ceased to be party to the European Convention on Human Rights on September 16, 2022.

According to the Convention on Human Rights, Russia is obliged to implement all decisions of the European Court of Human Rights, adopted by September 16, 2022.
